31 schools closed in New York as flu spreads


New York had closed 30 schools as of Thursday -- and one private school closed on its own -- after a raise of reports of students with flu-like symptoms, city health and education officials said.

Twenty-eight of the schools closed at the advice of the health department are public and two are private, the health agency and the city's education department announced in a news release.

In addition, one private school in Manhattan -- Horace Mann -- has decided to close on its own after several students exhibited flu-like symptoms, according the school's Web site.

Microsoft expected new search engine next week



Microsoft Corp. is expected to demonstrate a new version of its Internet search engine next week, in a renewed effort by the company to compete against Google Inc.,
The new search engine, which has been in private tests within Microsoft for months, is planned to better organize search results for consumers to minimize the amount of time they spend clicking around Web pages looking for information.
Meanwhile, Yahoo Inc. on Tuesday described plans to get better its position in the lucrative search market by answering more Web search queries with specific data like addresses, photos, and other real-world information rather than links to Web pages.
For months, Microsoft has been testing a prototype of the new search engines, code-named Kumo, with Microsoft employees. The technology is designed to cut down on the length of distinctive Web searches by grouping the results of a search for, say, a particular model of car into helpful categories like parts, used car listings, online discussion forums and videos showing the vehicle.

US health troubles new flu patterns


The new influenza strain circulate around most of the United States is putting a worrying number of young adults and children into the hospital and hitting more schools than usual, U.S. health officials said on Monday.

The H1N1 swine flu disease killed a vice principal at a New York City school over the weekend and has spread to 48 states. While it appears to be mild, it is affecting a disproportionate number of teenagers , children and young adults.

These include people need hospitalization -- now up to 200, said Dr. Anne Schuchat of the U.S. Centers for Disease Control and Prevention.

Influenza is a issue in 36,000 deaths a year in the United States and 250,000 to 500,000 deaths. Usually flu kills the aged and people with chronic diseases.

Known about election observation



Election observation is one of the most clear and methodical ways to promote and encourage democracy and human rights.

Election observation is based on two basic principles: first, clear commitments entered into by governments for ensure democratic elections; and second, the simple, clear and incontrovertible rule that an observer is just that, an objective individual who does not interfere in the process.

Election is not a one-day event but a procedure that commences several months before Election Day. Instead of just concentrating on Election Day events witnessed in polling stations, including violations such as ballot-box stuffing or voter intimidation, missions think the pre-election environment, looking out for violations such as administrative constraints and disregard for fundamental civil and political rights.

NEW TRENDS FOR HANDLING INTERNET IN SECURED MANNER

Protects Internet Advertisers from Click Fraud

     Mr. Guan, the Litton Assistant Professor of  Electrical and Computer Engineering at Iowa State University,  and his students are developing technologies to fight  against  cyber crime and make online activities such  as shopping  in an more secure form for  everyone.

     Mr. Guan  and his Research Foundation have found a patent on a new  technology that detects "click fraud" -- falsely driving up hits to ads posted on Web sites. Those false hits result in higher costs for pay-per-click advertising. Guan said the invention will help online advertising companies such as Google and Yahoo to reduce the  click fraud.

     He said his research could also help millions of computer users who don't have the time or expertise to protect their machines with the latest security patches and safeguards.

     "There are a lot of security issues and researchers have worked on them from the early 1980s," Guan said. "And  still  30 years later we're working on the same. These are the hard problems."

     In that time the nature of cyber crime has changed considerably, Guan said. It used to be hackers attacked systems for the thrill of it. Since the late 1990s, as more and more commerce happens online, he said money has become the major motivation for cyber crime and so Guan and his collaborators are working on several projects to make computing more secure and hold cyber criminals accountable.

Digital forensics

     Guan is developing technology and techniques for extracting criminal evidence from computers, network hardware, cell phones and other electronic devices. The work is focused on three projects:

•    Network attack attribution to help investigators find the real origins of cyber  criminals and attackers;

•     click fraud detection to protect Internet advertising;

•     sale fraud technology to quickly identify the people and their accomplices who run fake Internet sale.

     Guan is working on the projects with James Davis, Iowa State's chief  information officer; Doug Jacobson, a professor of electrical and computer engineering; Thomas Daniels, an assistant professor of electrical and computer engineering; and Julie Dickerson, an associate professor of electrical and computer engineering. David Baldwin and Todd Zdorkowski, leaders of the Midwest Forensics Resource Center at the U.S. Department of Energy's Ames Laboratory on the Iowa State campus, have also helped establish collaborative relationships with local and state police agencies.
The projects are supported by a $1.2 million grant from the U.S. intelligence community's Disruptive Technology Office, a $220,000 grant from the National Science Foundation and funding from Iowa State.

Wireless security

     Guan is working on three projects to improve the security of working with wireless networks.

1.    The first is looking at how a new secure network coding model can be protected from attacks while it transmits network traffic. The old system sent each individual message hop by hop until it reached its destination. The new way, based on network coding and cooperative relaying schemes, sends and combines messages in groups. Guan said it's like loading up a freight train and sending big loads down the line together. It's a way to increase capacity and save energy. But putting all that network traffic together makes it easier for attackers to hit more targets with a single attack.

2.    The second project will develop location-based security systems for wireless technology. That means a person would have to be working in a specific place before gaining access to documents over a wireless network. That would be useful for government employees who need to work with classified documents over wireless connections. Guan's security system would only allow those documents to be viewed in designated secure rooms.

3.    The third project will help secure wired and wireless multicasts over the Internet by protecting and managing lists of Internet accounts. It could, for example, help a software company limit the delivery of security patches to paying customers. It could also help webcasters manage and limit access to their content.
Working with Guan on the wireless security projects are Ahmed Kamal, a professor of electrical and computer engineering; and Sang Kim, an associate professor of electrical and computer engineer.

     The work is supported by a $400,000 early career development grant from the National Science Foundation and another $350,000 grant from the National Science Foundation.

Privacy protection

     Guan has been working on a project that will help protect the identity of Internet users. One application could protect the identities -- and medical records -- of people who use online pharmacies. Another application could preserve the secrecy of people using an online voting system.

     It turns out they're a key to figuring out the reliability of his technology to detect the criminals and their accomplices who run fake Internet sale. Before evidence uncovered by his technology can be used in court, Guan said error rates need to be quantified.

Adapt Security to our New Technologies

    Security administrators would prefer this since people would stop coming up with new technologies. Organizations were just seeking  to  handle   general network security and email, so   that instant messaging got mixed in it. As soon as they figure out how to protect and manage instant messaging USB flash drives and portable storage ,it  becomes an issue.This is because things are never 'stable' long enough for security administrators to come up for air and take a vacation in good conscience.

            As this Computerisedworld article points out though, the solution is not to delay implementing the new technologies or  to modify the functionality of the new technologies to fit into the existing security model. The article focuses on unified communications and the issues presented by merging voice and data communications.

            Unified communications delivers a number of benefits and cost less  for the organizations. Even in the rough climate of a declining economy many organizations were increasing budgets and moving forward with unified communications and  implementations. Those benefits can't be realized by handicapping the technology to fit the existing security model.

            Companies should welcome new technologies like unified communications, but be aware of the evolving security concerns and take steps to address them. Take the time to assess the impact that new technologies have on security policies. Make sure that you understand the functionality of the tools you are using and configure the environment to maximize the inherent security features.
